High Priority Concern Vocal public speakers urged the CCHHS Board to advocate for undocumented immigrant rights, raising the concern that these immigrants would not seek needed health care for fear of ICE (Immigration and Customs Enforcement) raids at the Hospital. Chairman of the Board, Hill Hammock and CEO, Dr. Shannon reiterated that CCHHS does not collect or share information on citizenship—only elicit information required to establish residency in Cook County; some information on income; and identification to verify that the patient is who they state they are for proper medical records. CCHHS would only share data if an ICE agent provided a warrant. They are unaware of any such ICE agent episode in the CCHHS system. To date, there has been no decrease in patient volumes at the CCHHS clinics or in the ER where undocumented immigrants most frequently present for care. Nor have there been anecdotal reports by CCHHS staff of patients failing to come for necessary health care due to fear of reporting to ICE. CCHHS considers this topic a high priority for internal and external messaging. Chairman Hammock appointed Directors Thomas and Driscoll to serve on a newly created committee of the Board to further evaluate these concerns. Significant Topics Discussed:

Significant Topics Discussed: Cook County Health and Hospitals System (CCHHS), in response to a Request for Proposal (RFP) issued by the Illinois Department of Healthcare and Family Services, will submit a proposal to revamp its Medicaid Managed Care Program. With goals of (1) improving healthcare quality, (2) ensuring access, and (3) controlling costs for Illinois Medicaid patients, applicants must commit to providing the full spectrum of Medicaid-covered services.
$4m in contracts were negotiated with 2 nursing home organizations to provide short- and long-term care. Costs to care for patients in these facilities can be $5000-$6000 per month, and Deputy CEO Doug Elwell explained that these contracts won’t be renewed in the hope that these 400-500 patients can receive home care. He said CCHHS is considering providing long term care for its CountyCare and indigent patients. Current Data Presented:

CCHHS Board Chair Hammock concluded that if the ACA insurance mandate is eliminated and Medicaid curtailed, many would not purchase/afford insurance and CCHHS would see a massive increase in use of charity programs: CareLink, the newly introduced Direct Access and unreimbursed care. Director Richardson-Lowry called for an economic impact statement to be available as soon as possible for Board response to various potential fiscal outcomes. These are perilous times for an organization that depends on Federal and State Medicaid/other indigent care payments to stay afloat.
